European Union Recalls Sharp Increase In Domestic Exports

Reporters recently learned from the Shaoxing entry exit inspection and Quarantine Bureau, the first quarter of this year, China's textile and clothing exports to the EU total value decreased 8.4% year-on-year, at the same time, the EU REPEX system on China's export clothing recall quantity is growing rapidly.

Insiders pointed out that the trend should arouse the attention of export enterprises. We should carefully understand the new regulations of EU textile regulations and take timely measures to deal with them.

Recently, the European Union has intensified its efforts in the region.

The protection of China's textile exports to the European Union has seen a sharp rise in the number of recalls.

According to the statistics of the China Federation of textile industry, in the first quarter of this year, the EU REPEX system issued 317 product notified articles to China, an increase of 112.75% over the same period last year, of which 70 items of textile and clothing products were announced, an increase of 337.5% over the same period last year, and the growth rate was very rapid.

In the first quarter of this year, the EU's recall notice for textiles and clothing products in China is still dominated by clothing, especially children's clothing. The main reason for the notification is still not in line with the EU standard EN14682. There is a risk of suffocation (the length of the rope for children's tops and caps is over standard) and the risk of injury (the waist length of children's clothing is over standard).

From the point of sending the notified countries, Hungary accounted for 34.57% of China's textile and clothing categories, followed by Slovenia, Romania, Denmark, Spain, Germany and Finland.

The European Union is one of the biggest market of garment export in China.

Since May 8th this year, the EU's new regulations on textile labeling have been formally implemented.

The new regulations impose more stringent requirements for product labels and so on. The labels of textile products must be marked with the country of origin. If the products are packaged, they should be marked on the packages; other commercial documents showing the origin of the products can not be used as labels; at least two links in the manufacturing process of a textile such as spinning, weaving, finishing or sewing, are considered as originating in the European Union countries; textile labels must clearly indicate whether the non textile parts such as fur and leather originate from animals. For example, products imported from third countries should be enforced with original labels.

According to statistics of relevant departments, 1-5 months in Shaoxing this year, the inspection and Quarantine Bureau of the Shaoxing region reported that the inspection was carried out.

Batches and amounts fell by 15% and 33% respectively.

Shaoxing inspection and Quarantine Bureau textile inspection department responsible person pointed out that, no matter the EU's textile and clothing products recall increased sharply, or recently issued new regulations on textile labels and other aspects of the more stringent requirements, which shows that in the economic downturn, the EU strengthened the textile and garment enterprises in the region, especially children's clothing protection.

Although the EU's recall and notification on textiles and clothing products in China does not involve enterprises and products in Shaoxing, Shaoxing enterprises should not be taken lightly. On the contrary, they should be vigilant.

Therefore, enterprises should be well prepared before the products are exported, learn to grasp the new regulations of the EU textile regulations in time, avoid the unconformity of the fiber contents with the labels, or do not indicate the unqualified status of the country of origin. In good time, check with the inspection and quarantine departments, and do well in the inspection of the export products, so as to avoid the export of unqualified products and bring losses. We must communicate well with the importers so as to ensure that the labels comply with the requirements of the European Union regulations, and make clear the responsibilities in the contract.
