US Participation In The Bill Of American Textile Bipartisan Bill

US Senator R. D NC and Graham (R SC) recently proposed a bipartisan bill aimed at combating fraud and illegal trade practices in the US textile industry.

The law enforcement and Safety Act (TESA) will strengthen enforcement and supervision of trade in textiles and clothing.

Textiles and clothing have been damaged by increased illicit trafficking and tax evasion in the US industry.

In China, the textile and clothing industry suffered most fraud cases.


Hagen, CO chairman of the Senate textile core group, said: "the unemployment rate in North Carolina is 10.4% and unacceptable. I will not allow one of the biggest industries in my state to become a disability industry due to incompatible trade rules.

Thousands of North Carolina people are employed in the textile industry. They produce some of the best products in the world.

These one or two party bills ensure that our country needs resources for combating fraud, and blackmail has destroyed North Carolina textile mills.

I look forward to working with Senator Graham and my colleagues to pass this employment friendly bill as soon as possible.

This common sense bill is aimed at combating fraud by strengthening existing customs enforcement mechanisms and creating new tools.

The US textile industry is the third largest textile export industry in the world. It relies on appropriate customs enforcement to protect American businesses and employment opportunities.

Last year, the US textile industry exported $19 billion, close to 3/4 exports to countries that signed trade agreements with the United States.

But in the industry, many countries have made sharp increases in illicit trafficking and tax evasion by underestimating currencies, wrongly labelling and counterfeit companies posing as US companies.

It is estimated that the annual loss of such customs fraud is estimated to be as high as US $1 billion.


Specifically, the textile law enforcement and Safety Act reads as follows:


• establish an electronic verification procedure to track yarn in free-trade countries.

• increase the number of textile and clothing inspection experts in 15 largest US ports of textile and clothing imports;


Increasing the textile workers at the headquarters of the customs and Border Protection Bureau and redesignate their work is responsible for the verification of trade preferences.

Over the past five years, headquarters staff have been significantly reduced.


The list of fraudulent actors in this field needs to be announced.


Create a new importer's centralized database and allow it.
