In order to change the chaotic situation of the spontaneous and disorderly flow of flower pickers in the past, since 2003, the Xinjiang production and Construction Corps has gone to other provinces to recruit flower pickers and orderly introduce "migratory birds" in cotton fields.

During the "11th Five-Year" period, the Xinjiang production and Construction Corps attracted more than 50 migrant workers on average each year, contributing to the pfer and employment of rural surplus labor force in Xinjiang and some provinces and municipalities in the mainland.

At present, the Xinjiang production and Construction Corps has gradually formed a diversified introduction pattern of "administrative support, voluntary cooperation, market operation and win-win cooperation", and has established long-term and stable labor service cooperation with Henan, Gansu, Ningxia, Sichuan, Shaanxi, Chongqing and other provinces and municipalities.

Data show that in 2010, the Xinjiang production and Construction Corps introduced a total of 475 thousand and 800 flower picking workers, a decrease of nearly 100 thousand people compared to 2009, and the introduction of 579 thousand pick up workers in 2009, a decrease of 100 thousand compared with 2008, decreasing year by year.
