It may be threatened by discrimination and illegal actions taken by India. India is the second largest exporter of cotton in the world, and India restricts or prohibits the export of cotton, in order to protect the interests of the domestic textile industry.

These organizations explained that from April 2010, India adopted measures to restrict cotton exports, which led to an increase in global cotton prices, doubling in October, and India guaranteeing low price cotton to domestic textile factories.

These organizations once again explained that this unfair price led to a competitive tilt, which was only beneficial to India's textile and garment producers, which led to exporters in India able to provide their products at subsidized prices. Similarly, China's state textile mills purchased the remaining global supply at high prices, and they also enjoyed government subsidies, resulting in extreme fluctuations in prices.
