Launching the largest anti-dumping investigation of Chinese tiles


A few days ago, the European Union formally filed an anti-dumping case against Chinese tiles, and the related investigation was carried out immediately. This may have a huge impact on the export of Chinese ceramic products.

It is understood that this is the sixth anti-dumping investigation that Chinese ceramics have encountered in the past ten years. In late May of this year, the Mexico government imposed a provisional anti-dumping duty on seamless steel tubes produced in China. At the end of June, a shoe company in Zhejiang, which had been lawsuits for 4 years, filed an appeal against the anti-dumping case against the European Union High Court.

Anti dumping has almost become an encounters that Chinese exporters often have to face.

According to the relevant regulations, if the enterprises involved in the anti-dumping case of the Chinese ceramic tile newly filed in the EU are not responding, it will be liable to a punitive anti-dumping duty of up to 430%.

Correspondingly, for the enterprises that are actively responding, it is expected that through their own efforts, a relatively low individual tax rate will be secured.

It is understood that the anti-dumping investigation involves an export amount of about $310 million, covering almost all well-known ceramic enterprises in China, and is the largest anti-dumping investigation in the history of China's ceramic industry.

The China Ceramic Industry Association and the China Minmetals Import and Export Chamber of commerce are acting as the "lead" people in the current organization of the enterprises involved.


A member of the ceramic industry association of Foshan, Guangdong Province, told reporters that the export of ceramic tiles and floor tiles in China exceeded 70% in Guangdong.

From 1 to April this year, the total value of Foshan's ceramic products exported to the EU was over US $70 million.

The staff told reporters that in general, anti-dumping investigations usually take about half a year.

During this period, small enterprises with small size and low export volume may choose to give up exports.

Dr. Wang Lingyi, editor in chief of the Shanghai people's livelihood development report of the Shanghai Academy of Social Sciences, told reporters that the reasons why European and American countries have repeatedly put forward anti-dumping investigations against Chinese products are only to protect their markets, but also to protect the employment rate of their nationals.

Based on China's current strong production capacity and export capacity, such friction is virtually impossible to avoid.


"It is noteworthy that most of our manufacturing industry is coincident with the declining industries in Europe."

Wang Ling said that until now, Europe has not yet come out of the financial crisis, and its confidence in the local manufacturing industry is seriously insufficient, and the rise of trade protectionism is logical.

It is expected that during the "12th Five-Year" period, between China and the importing countries, an efficient industry will be able to establish a consultation mechanism for Industry and associations.


The traditional manufacturing industry should be changed in response to "anti-dumping".


Wang Lingyi told reporters that whether it is ceramics, shoes or steel pipe industry, it is not only a labor intensive and resource consuming body, but also a low-end product with low profits and low returns.

From this perspective, China's export industry also needs to reflect on itself.


"In addition to arguing and protecting our own rights and interests, we should also think about our own problems."

Yin Bocheng, a professor at the school of economics, Fudan University, said that the European Union or the Americas also dared to take the Chinese export products repeatedly, reflecting our own "soft files", which is the product's own substitutability.

It is undeniable that although the "made in China" cheap and good quality can be recognized to a certain extent, but the decisive factor that removes the low price, our export products do not have advantages in terms of technology content and creativity.


Yin Bocheng said that low price can not always achieve the core competitiveness of China's export products.

In addition to the negotiating table, production enterprises should strive to improve the technological content and originality of products. At the same time, the departments concerned should attach great importance to the low wages of manufacturing workers for a long time and the massive exploitation of resources.

"Made in China" is the time to change.
