The first principle is to strengthen the management of the personnel in Taiwan and Hongkong and Macao residents (hereinafter referred to as Taiwan, Hong Kong and Macao) in the mainland and to use such personnel in the mainland, and to protect the legitimate rights and interests of the employed persons and the employing units, and to formulate these Provisions in accordance with relevant laws and regulations.

The second employment of "Taiwan, Hong Kong and Macao" personnel in the mainland as stipulated in this Regulation refers to the employment of Taiwan, Hong Kong and Macao personnel engaging in employment in the mainland and engaging in certain social work and obtaining remuneration or operating income according to law.

These third provisions apply to all employers who apply for employment in Taiwan, Hong Kong and Macao, including individual businesses, as well as people in Taiwan, Hong Kong and Macao who are employed in the mainland.

These fourth provisions do not apply to experts from Taiwan, Hongkong and Macao, which are invited by the State Foreign Experts Bureau. The legal representatives of business offices in Taiwan, Hongkong and Macao are legal investors with foreign capital in the foreign-funded enterprises established in the mainland.

Fifth people from Taiwan, Hong Kong and Macau have employed the employment permit system in the mainland.

Taiwan, Hong Kong and Macao people who hold employment permits can be employed in the mainland and are protected by law.

The management of the employment of sixth Taiwan, Hong Kong and Macao personnel in the mainland is responsible for the Labor Department of the provinces, autonomous regions and municipalities directly under the central government and the labor department authorized by them.

In the second chapter, the seventh chapter of employment application and examination and approval: the seventh mainland employment units who employ Taiwan, Hong Kong and Macao must declare to the labor department. The employment of Taiwan, Hong Kong and Macao personnel in the mainland must fill in the employment application form for residents of Taiwan, Hongkong and Macao in the mainland (see Annex I) and approved by the labor department.

Personnel in Taiwan, Hong Kong and Macau must have the following conditions: 1. years of age, 18 years of age, good health and possession of valid travel documents issued by the competent authorities of the mainland.

2. has the qualification certificate or corresponding academic certificate to be engaged in the work, and is engaged in the actual working experience of this profession.

The ninth mainland employment units employ personnel from Taiwan, Hong Kong and Macau to meet the following requirements: the positions of Taiwan, Hong Kong and Macao people who are employed by the 1. units are those with special needs of the employing units, and those who lack proper candidates.

2. of the employment agencies of the labor department have not been able to recruit the required personnel in their jurisdictions, or have been open recruitment for more than three weeks under the guidance of the labor department.

The 3. employers who employ Taiwan, Hong Kong and Macao do not violate the relevant regulations of the state.

The tenth general managers and deputy general managers appointed by the Taiwan, Hong Kong and Macao personnel in the foreign-funded enterprises established in the mainland shall be exempt from employment approval procedures.

Eleventh staff members of Taiwan, Hong Kong and Macao, which have been approved for employment in the mainland, have been issued by the labor departments of provinces, autonomous regions and municipalities directly under the central government and the labor department authorized by the provinces, autonomous regions and municipalities directly under the central government to the employment permit of Taiwan, Hong Kong and Macau personnel (see annex two, hereinafter referred to as the employment permit).

The employment certificate is made by the Ministry of labor.

Twelfth people who have been approved to work in the mainland, Taiwan, Hong Kong and Macao should apply for a temporary residence permit with the employment permit to the local public security organs.
